Sheff Wed Faces Serious Challenges, Says Football Regulator

'We will play a key role in football's future' - football oversight chief the regulator's chair

Sheffield Wednesday's ongoing struggles represent a a "serious issue" and the new football authority is aiming to acquire authority to investigate clubs in similar circumstances, the newly appointed chairman David Kogan has announced.

Through a comprehensive talk, Kogan, who was named to the position this week, expressed "sympathy" towards Wednesday's fanbase.

The regulator engaged with four fan organizations associated with the football team recently.

The football club have been facing challenges both on and off the pitch in this season, with the club failing to pay players on time on five separate occasions, including in September.

"Obviously the club has become a significant problem for EFL and a substantial concern for English football," Kogan told.

"The club represents one of the historic institutions for the English game and this week we have met supporters' organizations.

"We are seeking authority... which will allow us to have Sheffield Wednesday - and other clubs brought to our attention if they need to be investigated and dealt with."

Monetary Issues and Proprietorship Status

Wednesday's embattled owner the current owner stated during the off-season he would be prepared to relinquish control at their home ground, but he has been unable to finalize an agreement with interested parties.

Missed wage deadlines on time in spring months resulted in restrictions being imposed by the English Football League (EFL) in June, preventing the club from carrying out any player acquisitions for the subsequent signing windows, although those limitations were removed in late summer.

Authority's Position

The regulator explained: "The position was created for the fans of Sheffield Wednesday, other clubs in similar situations where supporters are loyal to a community organization that has represented their community in numerous instances.

"I have absolute sympathy for Sheffield Wednesday, as I do for each organization that in modern times have encountered failure, or nearly ceased operations, for causes separate from the fans themselves."

When asked if the authority might compel an proprietor to divest a club if they are judged inappropriate, Kogan said: "Should the inquiry concern 'would we intervene in the final instance?', the answer is once we collect the information and know what's going on, we will."

But Kogan stressed that requiring chairmen to relinquish clubs would be considered the final option and the authority would rather to cooperate with proprietors.

"The last thing what we want to do is start getting involved with an particular organization, an specific proprietor, without being able to work with that proprietor to address the challenges confronting the team and the owner's facing," the chairman stated.

"In actuality, when you examine the past of the sport, over the recent generations there have been particular chairmen, not many, but some who have been irresponsible in the manner they have operated their teams and eventually don't wish to take responsibility for the future."

'Errors may undo substantial development'

Kogan met with delegates from multiple organizations to explain the responsibilities of the authority recently and stated it constituted a "proactive meeting" with a "significant participation" from the grassroots to elite level.

"It's a job that's actually really important, because if we get it wrong, if the sport makes errors, the extraordinary progress that's been made necessary will vanish swiftly," the regulator warned.

"Such an outcome is universally undesirable in the realm of domestic football is a substantial accomplishment - we need to continue the progress.

"Considerable investment flowing into the game and has been invested for the last 20 or 25 years, because certainty is lacking it will continue to come into football, which is one of the reasons why I think we have to take a really clear view on potential dangers and naturally, of the immediate future."

Elite Division Worries

Elite division representatives objected to the formation of an authority because of apprehensions regarding adverse consequences on the elite division's competitive balance, but the chairman responded: "I completely endorse the success and growth as an commercial operation of the Premier League.

"Being fully aware of the concern of undermining the Premier League as a premium product of the nation. But concurrently, if you talk to the Premier League after this week's discussion, they would have had a substantial amount of confidence -and, actually, they have been telling us in private they have a significant confidence."

Ideological Links

Kogan is still facing a "thorough examination" by the Commissioner for Public Appointments after he revealed he contributed money to the political party in recent years.

The chairman provided financial support for Secretary of State for Culture, Media and Sport Lisa Nandy's leadership campaign, along with that of the current Prime Minister.

"I've been completely open about my former ideological connection [with Labour], and that political affiliation came to an end the day the parliamentary committee confirmed my selection," the regulator explained.

"I am presently disconnected from any sort of politics."
